Indeed. The general rule is relatively simple, but there are quite a few exceptions.
If a flight is BA marketed and operated by a non-
oneworld airline you will get Avios.
If a flight is OW marketed and operated by a non-
oneworld airline you will not get Avios (the exception being some QF marketed services operated by Emirates and Jetstar). Im not quite sure what the scenario is if a flight is OW marketed on a BA partner airline, for example an IB code on an EI operated DUB-MAD, for example.
Avios can also be earned in AerClub, the EI version of the scheme. Although B6 and EI do codeshare they do not have a reciprocal earning agreement. You can earn Avios in the EI scheme when flying on United though, if that is any good?
