Rules say an Avios+$ flight is eligible for a full refund within 24 hours of booking on BA.com, but under Manage My Bookings, Cancel goes to a "Request a Voucher" page, and Change only offers changes (which is reasonable).
Does one just do the Cancel > Request Voucher route and it automatically becomes a refund, or is there a different process? FWIW, here's the rule from

Your right to cancel within 24 hours
If you have booked directly with British Airways and you notice a mistake with your booking after you have paid for your ticket(s), you can cancel your flight booking and claim a full refund without penalty, up to 24 hours from when you make the original booking. Refunds under these circumstances can be requested by calling our contact centres, with the exception of Avios bookings, which can be managed online.
