I believe all paid rates at both properties include breakfast. If we’re talking about points redemptions, then yes, no free breakfast at the ritz as well as the st Regis if you’re not plat or above.

Although, something to consider, at the ritz, you can pay for breakfast ala cart, where as at the st Regis it’s a flat rate as buffet is the only option.
