To answer my own question for anyone else curious - you can not transit with items from Duty free from another country in DOH for flights operating to the USA. Options given to me were either throw it in my carry on and check it or toss it.
Same also goes for Australia flights out of Doha. Just writing this as it might be useful for future travelers.
