I've been to Morocco many times and never had these issues. However I think the passport stamp and exiting the airport is a recent COVID thing. Each state in the country has immigration controls. There have been posts here on Flyertalk about this, but I don't follow it much as I haven't been during the pandemic.

As for scammers, they exist all over the world. Each time I land at a New York airport there are taxi scammers in the arrival area. You just have to learn to ignore them.
