That's exactly what's happening. These lower-end properties can have staff that are--shall we say--less than professional.
I had my first stay at a Tru last night and completely agree. Will never stay at another unless it is literally the only choice. Very rude staff, which is even more annoying when you know they can see you're Diamond - and they do zero on the protocols. Really unprofessional IMHO.
