I think he was talking about Smiles which I’ve mostly had success talking to in English by calling
+55 (11) 3833-1634 in Brazil.
sometimes the PIN doesn’t enter but I just hold and eventually I get through. It’s been a while since I called but they were always helpful. Not sure where the English support is based but it might be another country.
