So, will I be able to exit the airport and go to the Hilton, or not.

With the usual caveat - rules ars still very much subject to change, particularly given escalating case numbers in Germany - I don't see any Covid-related reason why you wouldn't be able to do this.

From memory, the rule you quote relates to transiting Germany from a high-risk or virus variant area without vaccination. If you're fully vaccinated it should be fine:
