You don’t need ID for the trains so not aware of any UK regulations mandating photo ID. A lot of the LCC asked for ID on launching for revenue protection purposes. Whilst BA say it’s advisable to have ID they do say the bank card you paid for the booking or BAEC card is sufficient to check in a bag on domestic flights.

if it’s not needed in T&C they can’t decide to enforce it for extra flights at the gate on a random basis as whilst the majority will have ID there could be some that don’t.
