But you are right, the wording is pretty unclear, at least the English version.
EDIT: Actually, I found this FAQ from the MFA - if you look at the images at the bottom, fourth one (point 18) that explicitly states that we would still be eligible under the Test&Go entry

Thank you for this. Point 18 would appear to cover my situation. My hotel is concerned about point 17– issue being stay in the listed countries for 21 consecutive days, and Thailand is not one of the listed countries. TAT contacts told my hotel I need to be in the US (or other listed countries) for those 21 days. I’m asking them to clarify with the Ministry of Foreign Affairs.
If anyone has received guidance directly on this issue from the Ministry or your local embassy or consulate, I’d appreciate hearing from you.
Changing my ticket will be very expensive, so I’d rather not. And I’d rather not lose a few days of my second stay.
