I don't think that's quite right -- I think the last-seat availability applies only when you burn a GUC on "first class" or premium economy -- not on actual Delta One. So it's another incentive to burn GUCs in a less-than-optimal way.
Yikes, you’re right. I missed that nuance that it’s only for FC/PE.
