Point of order - RUCs can’t be used on TATL, TPAC, or Deep South America flights (basically any international route with D1 cabin). But they can be used on int’l flights to Canada, Mexico, the Caribbean, Central America, and northern South America.

PS cabins are sold as C+ when flying domestic routes (and the C+ seats are just treated as Preferred seats). I doubt they would bother to file domestic PS fares given the few PS equipped aircraft flying on domestic routes.
Wouldn’t shock me if they did start selling PE on some routes domestically at some point especially once the rest of the widebody fleet that’s slated to get PE gets upgraded. AA and UA are selling PE on some routes domestic. I’ve bought PE on AA to Hawaii, and for a trip to Hawaii on UA, I booked F but PE was an option on some of the routes. UA also sells PE on some Transcom routes such as SFO-EWR. Right now by not selling it DL can more easily swap 767-300s and 767-400s on D1 domestic routes but if they start selling PE now, it could create a scheduling mess if some flights have PE and some don’t and the specific flights (based on aircraft type) switch around. However once the 767-300s and 767-400s all have PE, it could make sense for DL to offer PE on routes like JFK-LAX.
