This is such a needlessly convoluted system. If they wanted to do it like this, they should guarantee certain items across locations regardless of price. But that would require Hilton to enforce a standard to franchises ("you must stock these items") which is unlikely to ever happen.
$3 is such a small amount, don't know why they would make it so complicated for this much. I guess by this logic, things must be cheaper in Arlington than DC, and Jersey City than Manhattan.
