Given the uncertainty, I would still recommend that the OP call SQ.
My suspicion is the gov doesn't care about people who don't enter the country because that doesn't add to their stats (although at this point imported cases is the least of their worries), and SQ needs the transit pax anyway...
Also given the general competence of SQ call center agents I don't think calling would help tbh
