Just spitballing, but could be any combo of these (and probably more reasons):
1. Lots of new Diamonds because of accellerators and lots of unused certificates floating around.
2. Squeeze additional revenue out of existing Diamonds who were buying 400 MC long-haul tickets and upgrading to D1.
3. PS isn't selling as well as they expected. I wonder if this is (partially) the case since they're willing to giving last seat availability away, though this doesn't explain the last seat F availability.
In any case, the best use of GUCs will be on KLM flights!
For KLM, you just have to find the right agent (after waiting 2 hours on the phone) who knows how to search for the correct space and apply the certificate correctly . The clock is also ticking for upgrading from Y straight to J on KLM:
