One could just as well ask - why have you, as the customer, gone for Flagship thrice now knowing that the experience isn't what it was two years ago?
Well, I didn't fly it years ago. I bought 3 trips in January 2021 for travel later in the year, knowing that the vaccine was available and travel would pick up. And it did indeed pick up. But AA, despite a reported 3rd quarter $169 million profit, hasn't brought back the Flagship level of service.
