It is not at all unusual that the cheaper fares (like 'Special') are not available on certain routes and certain periods in the year. Sometimes a few are made available and are sold out quickly. And sometimes (usually close to the date of the flight), they appear again (if the airline thinks they can sell cheap tickets but not expensive ones). It's all part of a process called 'revenue management' and you have no control over it (in other words, you cannot 'enable' the lower fares).
If you give me a date range of when you want to fly, I can use a tool called Expert Flyer to see if any special or saver fares are available on certain dates. If you are trying to book a one way ticket, that too may have an influence on availability, so give me a 'window' for both out- and inbound flights. A 7 day window would probably be best.
