Yes it can. ALL fuel, including jet fuel is imported into Ethiopia, primarily from Djibouti.
From CNN: "The state of emergency was imposed after the TPLF claimed to have taken the key cities of Dessie and Kombolcha, both of which are near a main route into the capital." You can check if this is true by checking whether ET has cancelled flights there of if they're still operating.
Those two cities lie along the primary route for fuel imports from Djibouti. The alternative route via Awash is not great and the detour is quite long.
With storage facilities few and far, Ethiopia never has had more than 2 weeks of fuel reserves during the best of times.
