Is this really confirmed?...SQ also says it must be digitally certifiable. I'd call up SQ or ICA to double check as I'm not convinced that showing up at the airport with a paper vaccination card that doesn't include a QR code is going to work. I agree that the VTP application is not required.

"You must provide a vaccination certificate in English issued by Singapore or the VTL country**. All vaccination certificates must be digitally certifiable (i.e. contains a QR code for verification)."
Swiss makes things a bit clearer...you can connect in SIN, no need for a VTP, but they will require an electronic vaccination certificate (I assume SQ will be looking for similar). Screenprint here:
