I don't think they are phased in throughout 2022 - but they may be

From what was said - it **SEEMED** like there is a seudo cap - meaning all resorts can't be 400K a night type thing
If they are cat 5 - they can fluctuate between 45-55K or whatever - but they have to list the high and low - they can't just make .... up as they go

EDIT: Just re read - so for 2022 - everything seems to be ok - 2023 when the categories and stuff go away - that may be when the redemption rates go to insane levels

I may be totally wrong - but that is how I took the announcement....
It seems like the uncapped 3% will be precisely these $1K+ resorts OP is describing. The days of 50K redemptions at the Ritz Carlton Half Moon Bay will be over in early March 2022 IMO
