Yes, even more impressive is they can pull off the same service on a flight that's even half this length, such as HND-ITM. A full meal service on a 30 minute flight - imagine that!
Yes, it was an alcohol ban. The most recent State of Emergency ran from July to the end of September. Initially enacted to lower COVID spread prior to the Olympics, it was extended numerous times during Japan's latest COVID wave. In most major Japanese cities, restaurants were restricted (or strongly requested to refrain) from serving alcohol. Airline lounges at all the major Japanese airports followed suit and went dry. What probably made sense for a small izakaya made absolutely no sense for the already socially-distanced confines of a HND airline lounge, but that's likely a debate for a different thread. On the plane itself (ironically, where you couldn't socially distance) alcohol was still served in F throughout the State of Emergency.
