It appears moot. Looks like full refund came through despite phone agent's less than polite explanation that I owed $20 a ticket for the privilege of having my flight canceled. Having said that, had it not, I certainly would not have waited for LH to do the right thing given their declination to do so originally.
Happy that the call agent was wrong. Couldn't care less that LH now has to work through my (moot) written complaint and complaint to DoT. I told the agent I would rather speak to a manager reall-time but she told me all I could do is file written complaints. I told her I would, and that's what I did.
