Without spending limit:

Chase Ink Preferred or Sapphire reserve -> 3 hyatt points
Citi Premier + Reward plus -> 6.6 Choice points
USB Altitude reserve -> 4.5 cents toward hotels via real time mobile reward

Note that each program has its limit on points purchase. So if you need large amount of hyatt/choice points, Chase/citi can be good choices. It is easy to find value in Hyatt (eg 2c) and choice program (eg 1c).
