Not only in HK. Happens all over the world, with all airlines, Ryanair, KL, LH, you name it. Effectively with all "major" companies (unless you have the immediate power to stop using them, credit card companies, for example). Ever tried to get something done at Paypal, eBay, Amazon, Google, Microsoft, etc ?
An important aspect in that is, that those in charge of the rules are nowhere to be found, when the rules are being enforced. IE, big company issue, where helpdesks are evaluated on the number of calls they manage to close.
