I suspect it's for cost-savings and operational efficiency. The property was nearly deserted when I was there, so it makes no sense to have both the hotel and residences portion open (essentially two separate hotels with shared facilities). I'm sure during the peak winter season the hotel side will reopen once demand recovers. You can still make a booking for the hotel side, it will just be moved to the equivalent room in the residences.
