No idea which restrictions they are referring to. Closed until US open up? Closed until ArriveCAN is deemed no longer necessary?

If CBSA wanted to, it could have done so a long time ago especially at PreClearance locations as both CBP and CBSA were still staffed there performing inspection operations.
