I have a video of a few minutes of the incident showing taxiing, the chaos and lockers open. I got the the contact details of the one family impacted. I’m just wondering the right approach to complain as I lost faith with BA a few years back, I’m just using up avios and 2for1 vouchers, and accepting they are a better option than RyanAir etc on short haul.

BA already let it happen, so I would report it to someone who has oversight over them.
And yes, taxiing with passengers walking around is against regulations. CAA's site is not much fun to browse but:
"The operator shall establish procedures to ensure that ...
b) prior to and during taxiing, take-off and landing, and whenever deemed necessary in the interest of
safety by the pilot-in-command, each passenger on board occupies a seat or berth and has his/her
safety belt or restraint device properly secured; and"
