I think there is a segment limit for the computer to check bags through.
When I flew the Hopper, they were unable to check our bags through to HNL because the computer didn't like the 6 segments through. In that case they managed with a hand-written bag tag, but if LH has a similar limitation I can see the Germans being less willing
