Pre-2020 at airports with National EA and Hertz UC, I would make reservations at both as long as the price was comparable, and pick from whichever had the better cars and cancel the other. I don't do that anymore because Hertz usually loses that fight and I don't want to contribute to the selling out which drives the prices up.
