Every major hotel group requires rate parity. If a hotel is not providing the same rates with the same restrictions as OTAs via the official chain website, they are in violation of their franchise agreement.

Hotels do not "distribute" cheaper rates via OTAs.
Some OTAs manage to access inventory that is intended to be sold as part of a vacation package. (sometimes bulk purchased in advance) If the whole package canīt be sold, they strip out the hotel portion to sell directly to consumers, even though they arenīt supposed to.
The main point of BRG policies is for members to act as corporateīs detectives, to ferret out the misbehaviour...
Some of the major OTAs offer across-the-board discount promotions that they pay for out of their hefty commission. It isnīt the hotel publishing a lower rate via Hotels.com, etc.
