I think the 25 minutes is measuring from the Gate since AS uses the gates on the DL side of TBIT, but then that won't include the time to get through Customs. At least there are probably less shuttles on this side of the airport than the DL side. Before the connector opened, you had so many shuttles going back and forth from TBIT and the remote stands that it felt like the 405.

Anyway with other LAX matters I hope this plan signals AS to grow since the T6 plan includes a more permanent bus gate staging area and apparently one or more gates, but it may also very well end up going to B6 for their expansion.
