I will admit it’s been a while since I got quick notifications, primarily because I haven’t really had useful offers in months. I tend to add the frequent Starbucks offers to my cards, but then rarely use Starbucks (and if I do, I don’t recall which card to use to get the 5% discount on my $4 drink). Had a few hotel offers (IHG, Hyatt) in the last year, but no good opportunity to use them.

Sorry if this is a given, but have you turned on the notification alert in the Chase mobile app? There's a link in the offers section in the app that reads "update alert preferences" and once you hit that link there is a toggle to turn on the alert. I used an offer in two of my cards and got emails for both right away. If the alert is not on, then you only get a notification once the credit comes through which can be many days after using the offer. Note that you have to turn on the alert for each card.
