you can purchase a ticket for anyone with TB funds, it just has to be done from within your MP account. Alternatively, you could buy the TB funds in their account so they could use later. It used to be easier, because you could deposit as part of a gift registry (we set one up for our wedding), it that hasn’t been available for a long time now.
as for using it for pet fee, I would be confident in saying no not too long ago, but UA has been loosening restrictions with FFCs, ETCs, etc. i know a year or so ago, you could only use FFCs or ETCs to cover the fare (plus taxes/fees), but now if you buy an E+ seat or ancillary at purchase, it’ll cover those too.
