It does seem weird they upgraded C+ until it was full, but maybe they aren't optimistic about selling the remaining seats, or could be 2 of the seats are still blocked for people with disabilities and won't get released until the gate (although they would show up as for sale if you tried to do a new booking in that you could book 2 more seats in C+ but you'd be unable to select seats until the gate assigned them)
