Maybe you got a lazy agent. What if you were a traveler with one UA ticket who showed up at ORD w/ ORD-IAD-TAS itinerary and showed up with 2 bags to check? That traveler would still have to present test result at IAD. Would UA not have checked bags? I doubt it.
