Why wouldn't it? Citibank MC gives 1 LP for 1 dollar spent as that is what Citibank buys from AA, one mile per dollar spent (excluding the bonus categories). For AAdvantage Dining, the entity is buying 5 miles per dollar spent; why wouldn't it make sense to provide additional LPs in this scenario?
For the same reason that CC bonus categories and other spending bonuses won't yield extra points under this new scheme.
If anyone was going to get a bonus from spending, it seems like it would be Citi AA CC customers, not anyone except Citi AA CC customers.
At SimplyMiles right now, I could get, e.g., 4,650 bonus points after spending only $100 at Byte (whatever that is). That's 46.5 LP per dollar. It would be a nice loophole, but I don't see it happening.
