For the same reason that CC bonus categories and other spending bonuses won't yield extra points under this new scheme.

If anyone was going to get a bonus from spending, it seems like it would be Citi AA CC customers, not anyone except Citi AA CC customers.

At SimplyMiles right now, I could get, e.g., 4,650 bonus points after spending only $100 at Byte (whatever that is). That's 46.5 LP per dollar. It would be a nice loophole, but I don't see it happening.
