Yes, if your incoming fligh5 is on time and you have pre- check.
I passed through ORD yesterday (international arrival at T3 connecting to T3 domestic) and it was…not impressive.

I clocked the walk from aircraft to immigration at 1400 steps- over 1/2 mile.
Caught a bus immediately but it was packed. Signage was great but planning seems to be quite poor.
