Unfortunately, I think that ship has sailed so I'd temper your expectations and not travel if you don't feel comfortable. Unless things get way worse, I'm sure properties will just continue to relax enforcement of all covid-related protocols.
On the bright side, California has very few cases so probably one of the safest places to vacation all things considered.
