By the sounds of it you must use the UA program a bit if you call it premiers. You don't need Qantas status specifically and any oneworld status will be sufficient, if you do hold some form of UA status then you could perform a status challenge (you'd need to fly a bit on AS or AA) and this would give you oneworld status to access better seats on QF.

Otherwise, Qantas block business class seats until 80 hours prior to departure so you'd need to wait until 80 hours prior to each flight to see if there are any seats in forward rows remaning. Specially you'll need oneworld sapphire status to access row 2 and oneworld emerald status to access row 1 on 737's.
