Exactly. I didn't get a refund on an AC flight AC cancelled, which under both their T&Cs and Canadian and US law should have been a cash refund, but calling Amex, AC put up a strong defense and I got nothing but credits until US regulators (and a lawsuit) stepped in and made them refund everything a year after the cancellation.
The only way Ryanair got in this position is that they decided to be lazy.
