Have done multiple Schengen-FRA/MUC-YYZ transits in under 60 minutes (once in ~10 minutes at FRA due to a delay) in the last few months, so very much doable. For transit passengers, Germany is requiring the testing / documentation requirements of the destination.

Have not been to / through LHR in over two years so can't say.
