Madeleine is one of the few hotels that do not accept TSU so you cannot upgrade to a suite in advance. So I would go with Hotel du Louvre if choosing between these 2. HR Etoile is 10K cheaper and where I usually stay when I'm in Paris for 1 week. HR Etoile weekend rates in November should be low enough that I would pay rather than use points, random weekend shows 165 euros.

Madeleine and Hotel du Louvre are Cat 6 at 25K points, even more expensive.
