Everything stopped working, expired or not.
As for releasing new coupons, don't expect any anytime soon. Why would they bother? They have more renters than they have cars right now. Not much need to stimulate demand with coupons, but who knows. We've seen stranger things in the car rental industry in the past.
If you want coupons, check out Hertz, Dollar, Thrifty. They have plenty.
