This happened once before when I referred a friend using Amex Gold. In the end I gave up the referral, and she took the higher, public offer.

It seems so confusing / bizarre, and I've never encountered decreased referral bonuses from any other companies.

I had similar experience before. What I learned after trial and error are: 1) any generic AMEX cards (not affiliated with a specific loyalty program) can refer to an affiliated AMEX card; but not the other way around; 2) depending on the card type, the referral bonus is different. Good luck!
