I'm not sure what planes you've been on for Canadian carriers. But AC and WS planes that I have been on (and aren't propeller types) have all had universal outlets. I can't speak to the propeller ones as I haven't been on them. Maybe not always functioning properly, but they do have them.
AC, but it was a while back when I lived a lot closer to the US/Canada border. I wouldn't be surprised if the interiors have been replaced since then. Thanks for the update.
