You don't need to formally clear customs in YYZ when arriving from the US and departing to an international destination. There's just a quick passport scan, and assuming that everything's okay, you are on your way. You should easily be able to walk gate-to-gate in 20 minutes.
BUT, as others have pointed out, AC has a horrible on-time performance record and they may leave you sitting on the plane for hours if customs is full (apparently they have no control over who is allowed to disembark and when). There's no way I'd consider a 1-hour connection right now. I'd be worried about a 2-hour connection to flight that departs less than daily.

Very unlikely. Most likely, you'd be sent to YYZ and told to deal with it there.
