Interesting (and too bad for you!). We connected via YYZ from LHR in September and they let everyone off the plane who was connecting domestically or transborder. Do transborder even use the main immigration hall? The rest of the pax had to wait, but it was very quick for us enroute to YQR. Our captain did make an announcement after we landed that the procedure seemed to be different every time he flew into YYZ, so likely that is what happened to you. I guess that means that any AC connections via YYZ are going to be uncertain. I would have thought that AC would have more sway over the airport authority and/or CBSA than they do. We are many months into increased passenger volumes, so it is not like it isn't in everyone's best interest to move people through quickly.
