I have seen and been in similar situations when someone is trying to get their bag from the overhead compartment when there is little room to maneuver. If there is a need say something the simple thing to say is something to affect of "Do you mind waiting so no one gets hurt?" If they insist then go into self protection mode and raise an arm so that you and others are protected (and they are not).
