It would depend on why you would be staying. I'm not a big fan of Clearwater Beach myself, but it is a bit of a tourist destination so lots of activities for children if taking a family beach vacation. I think all their rooms might be suites, and most would at least have a partial ocean view. Resort fee doesn't include beach chairs and umbrella but they are available from vendors in front of the hotel. Breakfast is at Shor on the 2nd floor. Nice buffet with omelet station and both indoor and outdoor seating with beach views. Grand Hyatt TB buffet doesn't have an omelet station.

I really like the Grand Hyatt Tampa Bay but it seems like more of an airport and convention hotel. It's on the water but no beach. There is a dock near the casitas and Oystercatchers that you can fish off and has paddleboard and kayak rentals. The two pools are somewhat small. It's also next to a major highway so somewhat easy to get around. Nowhere nearby to walk to, whereas the HR Clearwater is right in the middle of the tourist area of the beach.

I haven't priced beachfront Clearwater hotels but I'm guessing they can be pricey. I personally would not use points or a Cat 1-7 cert for that property. While Clearwater is closer to me, I would still drive the extra distance to stay at the Hyatt Regency Coconut Point in Bonita Springs. The Grand Hyatt Tampa Bay can be a great value, and I've stayed there multiple times.
