I actually found it in writing now. It is hidden under paragraph 6, with a misleading headline. # 6 is titled

"Allow telephone reservations to be held or cancelled without commitment or penalty within 24 hours"

but section II) of that paragraph talks about bookings with immediate payment, without requiring it to be a telephone booking. At least the way I read it. If anyone can find a better reference than this, it would be nice to have
